Without any major-label connections and little assistance, B. Down still managed to create an impressive indie rap album with Rap Tactics. The album showcases not only his MC skills and production techniques but, more than anything, his ambition. The young African-American rapper from Los Angeles embodies the D.I.Y. mentality without ever resorting to exploitation or cheap gimmicks. Rap Tactics is a respectable album more interested in impressing you with its rhymes and beats than violence and sex — a true rarity in the West Coast rap underground. Guests include Poppin' Fresh, J. Dandridge, Blue Steel, Richie-B, Gold, and Kutt Master Kellam. Recommended to anyone looking for some indie rap from the West Coast scene emphasizing hip-hop rather than gangsta motifs.
